US GOVERNMENT GRANTS FOR GRAD STUDENTS IN THE USA

Some federal and state organizations may provide financial aid to international graduate students. These awards are few in number. Generally, if the student is in the US on an F1 or F2 student visa, a J1 or J2 exchange visitor visa, or a G series visa (pertaining to international organizations), the student is not eligible for federal financial aid. However, if the student is a US permanent resident with an Alien Registration Receipt Card (I-551) or a conditional permanent resident with an I-551C, he or she is eligible to receive federal aid.
